David began his career in health care with the University of California Hospital System as a Medicaid/Medicare Liaison to the State Fiscal Intermediaries. David was hired by Kaiser Permanente Medical Care Plan as a manager and was promoted twice during his nine-year tenure with the nation’s largest managed care company. David was involved in complex health care issues, including insurance regulations, JCAHO compliance mandated rule applications, finance and clinical access. David was also an ambulatory clinic Department Administrator and was responsible for patient access, medical records and clinic operations.

Following this, David was an Administrator of a medical management company (MSO) that provided management services to five Independent Practice Associations and Medical Groups, and was active in all contract negotiations, state regulatory issues, developing physician-payer models, and was the chairperson for QA committees and medical group board meetings. David negotiated with Health Plans, evaluated risk models, maintained physician group financial solvency and became deeply involved in physician and professional provider financial concerns.

After the sale of the MSO company, David was hired at Pro-Patient Health as the Vice President and Chief Operating Officer for the California company and CEO/COO of the Nevada health plan. David was responsible for the day-to-day activities of this large health maintenance organization, serving members in Southern and Central California as well as Southern Nevada. Mr. Blackman spearheaded the growth of the Nevada operations and wrote an application for a license under NRS 695C, and implemented business operations in Las Vegas. He served on the Provider Solvency Committee conducted by the California Department of Corporations. David has lectured on health care operations and fiscal model issues and has taught graduate level classes in health care strategic planning and business operations. David has extensive pharmacy and behavioral health product experience. He created a mental health network with Magellan Health in Nevada. He also created pharmacy networks in California and Nevada, while negotiating co-payments and rebates, as well as creating formularies for commercial, Medicaid and Medicare programs.

For Anthem Blue Cross Blue Shield SSB, David began a start up HMO in Nevada and was solely responsible for all operations of this 65,000 member Medicaid health plan located in Las Vegas. David has also worked for United HealthGroup as the Executive Director of the North Texas region, responsible for more than 75,000 lives. David then founded HIPAAreview, an organization that audits and reviews provider offices and medical groups for HIPAA compliance, claim data set integrity and Protected Health Information.

David served on the Board of Directors of EMPHISOURCE. . He has written grievance and appeals procedures for health plans and physician organizations and is skilled in NCQA and JCAHO standard. He served on the Board of Directors of Harbor-UCLA Medical School Biomedical Research Institute from 2001until 2007. He works as an expert consultant in reimbursement, operations, peer review, quality assurance programs, formulary composition, accounting, human resources, managed care contracting and various other financial models including capitation, risk assumption and shared risk programs.

In his many unpaid volunteer roles, David has served as Chairman of the Health Care Committee of a large California Chamber of Commerce association, acted as a counselor to individuals with HIV testing concerns, lectured to consumer groups on health care operations and planning, and has been the recipient of the Gold Award of Merit from the United Way Campaigns for his contributions to that organization. David has also written a manual on managed care contracting, teaches classes in negotiation skills and has received numerous awards for oratorical achievements from fraternal, health care and business organizations. David also created a consumer - oriented Ombudsperson Program for Fresno county health plan members which was used as a model by many health plans in California.
